Abstract:
Public environmental information systems (EIS) on the Internet provide information free of charge for all users. Costs for providing the information and reduced financing on the one hand, commercial use of these information through 3rd parties on the other hand yield to the question in how far public authorities could charge for accessing information in public EIS. In this work, we use the EIS of the state Baden-Württemberg, Germany, as an example to study the integration of electronic commerce functionality into a public EIS. The major findings are that the technical integration is possible and that changes of current organisational procedures are mandatory to fully exploit the technical opportunities.
